On one hand you want real citizens to reap the rewards of this discount but on the other hand you don't want people who are not taking advantage. I really have hard time with the whole illegal immigration thing because I feel the arguments against them are thinly disguised motives for racisim. Not all of the time but a lot more than it should be. Notice it's always the Mexicans they yell about. No one flys off the handle for Eastern European people who may be here under the radar.
